On behalf of the Abu Dhabi government, ADNOC is responsible for exploration, production, storage, refining and distribution, and development of petrochemical products.

 

To work directly with ADNOC, companies are required to have an Abu Dhabi trade license and approval from the Supreme Petroleum Council.

Companies participting in ADNOC tenders are encouraged to get ICV certified (In-Country Value).

Supreme Petroleum Council

The Supreme Petroleum Council is responsible for formulating and overseeing the implementation of Abu Dhabi's petroleum policy.

Companies will require a special approval from the Supreme Petroleum Council to be able to work directly with ADNOC and also to apply for CICPA security passes to gain access to work on critical national infrastructure.

Supreme Petroleum Council approval is shown on a company’s Trade License as an additional activity called: Onshore And Offshore Oil And Gas Fields And Facilities Services. 

The Supreme Petroleum Council does not have any fees for its approval.  However, existing companies will incur minor DED fees for adding the activity for appoval.

Beware local sponsors and business setup organisations which charge thousands of Dirhams to obtain this approval and continue to charge such fees on an annual basis for the privilege –its not necessary!

Some Abu Dhabi free zones have MOUs with the Supreme Petroleum Council for free zone companies to apply for approval. Special conditions apply. Not all activities are covered.

ADNOC's

ICV Programme

(In-Country Value)

ADNOC's ICV programme aims to encourage local supplier selection and the development of UAE Nationals.

All suppliers to ADNOC are asked for their ICV score in tender applications.

 

 

During a tender process ADNOC will conduct a technical evaluation and then a commercial evaluation before an ICV evaluations. The participant with the highest ICV score will be offered to meet the lowest bid price to win the contract.  If refused, the same offer will be made to the participant with the next highest ICV score and so on.

Organisations without ICV certification can participate in tenders but will be given a score of zero and therefore at a disadvantage to those with a higher ICV score.

ICV acrreditation needs to be conducted annually by an ADNOC approved certifier.
